Joykishan condemns govt decision

IMPHAL, August 21: Condemning against the cabinet decision cancelling the physical test for 2013 batch constable recruitment rally, Thangmeiband MLA Kh Joykishan said that the Government should revoke their cabinet decision for the welfare of the aspiring constable candidates of 2013 batch.

According to the decision, it has been notified that another recruitment rally for the post of constable where 2013 batch could participate without applying afresh but had to undergo again PET, written test and viva-voce afresh as per the guidelines starting from August 30th for Physical Efficiency Test (PET). Speaking to media at Thangmeiband community hall said that delaying results for the recruitment rally of year 2013 shows the failure of governance of current Ibobi led government.

Interview of the said batch conducted on June 10 was announced to cancel the whole recruitment rather declaring the results is very unfortunate and condemnable. Use of CCTVs during the process of recruitment now seems to be a mockery befooling the capable youths of the state, Joykishan further said that he endorses the ultimatum served by the victimized candidates and said that the State Government should revoke the cabinet decision and bring to an amicable solution on or before August 30.

BJP MLA Joykishan mentioned that delaying of results has wasted valuable time to the candidates and brought injustice to them. He said that if the government still persists in conducting another physical test, he would himself join the agitation against it.
Government has done grave injustice and wrong to the public, said Joykshan and that the Government has owe apology towards the public.


Naoriya Pakhanglakpa BJP campaign committee formed

IMPHAL, August 21: The BJP Mahila election campaign committee of Naoriya Pakhanglakpa was formed today for BJP candidate Oinam Malesh in upcoming 2017 11th Manipur Legislative Assembly Election. Today, a huge number of women gathered at the residence of Oinam Malesh at Kwakeithel Lamdong under Naotiya Pakhanglakpa constituency.

Oinam Malesh said that Naoriya Pakhanglakpa is facing lack of development in various fields. In the interest of public he is trying to fill up the gaps in constituency. He further said that the allocation of PDS items for Naoriya Pakhanglakpa for one month is 1397 quintals. But it is learnt that rice quantity has largely increased after NFSA was implemented in the state. Unfortunately, the people of Naoriya Pakhanglakpa did not get a single grain of rice from NFSA though it has complete four months since implementation.

In the meeting, Vice President of BJP M Asnikumar said that the NFSA was created for the poor to provide rice at Rs 3 per Kg but the state congress government jeopardizes it in the state..
He said that in the coming election BJP will raise some issues against incumbent government. A huge scandal in the developmental fund would be revealed before the public.
Asnikumar asked the public to help in arresting the NFSA looters in the state for giving them befitting punishment. In the meeting K Robindro Vice-Presdient of BJYM, Dr Antas Khan Vice-Presdient of BJYM were also present.


Chungkham Bijoy’s candidacy endorsed

IMPHAL, August 21: Imphal West District Zilla Parishad Ashyaksa Mutum Santi alongwith 100 volunteers of Apunba Salai Kangleipak have endorsed the candidacy of Chungkham Bijoy state executive member of State BJP for Patsoi constituency today. The decision for supporting Ch Bijoy was openly declared in a simple reception functioned for the 100 volunteers held at the office of Apunba Salai Kangleipak Patsoi part-I.

In the function Ch Bijoy said that Patsoi is now facing deficiency factor in development. He has decided to fight the 11th Manipur Legislative Assembly election to take up development works.

RK Somorjit Convener of Biodiversity cell said that a case has been registered against AK Mirabai Minister of Social Welfare in connection to misleading information of construction 4000 Angalwadi centres in the state. Huge amount has also withdrawn without construction.


Heingang BJP takes out rally on NFSA

IMPHAL, August 21: In continuous drive against that non availability of public distribution items especially the quota of rice under National Food Security Act, BJP Heingang Mandal today has launched a rally within Heingang constituency.

The rally led by BJP State executive member P Saratchandra along with other BJP workers today started from Koirengei Bazar. P Saratchandra made allegations against the Congress government that it has failed to distributed rice quota under NFSA but also other basic amenities like sugar and kerosene etc.

He further charged that NFSA has wrongly benefitted only the near and dear ones of the Government and their officials while neglecting the people living under poverty line. He said that in support with the youths of the area and BJP party volunteers will give message to the public during the rally to join them in putting pressure the Government to fully implement NFSA.


Dr Najma Heptulla sworn in as 18th Governor

Imphal, August 21 2016: Dr Najma A Heptulla was today sworn in as the Governor of Manipur .

Acting Chief Justice of the High Court of Manipur Justice Rakesh Ranjan Prasad administered the oath of office and secrecy to Dr Najma A Heptulla at a ceremony held at the Darbar hall of Raj Bhavan.

She is the 18th Governor of Manipur. The ceremony was attended by Chief Minister Okram Ibobi, Speaker Th Lokeshwar Singh, Deputy Chief Minister Gaikhangam, Ministers, Lok Sabha MPs Dr Th Meinya and Thangso Baite, Rajya Sabha MP MC Mary Kom, MLAs, Chief Secretary, Director General of Police, and other senior officials of the State Government, police officers, Army officers and senior citizens.


Manipur Cabinet Agrees to Create 580 Posts for Railway Protection

A Manipur cabinet meeting convened on Saturday has approved creation and recruitment of 580 posts required for the opening of four Government Railway Police Stations and six other out-posts for protection and guarding of the Jiribam to Imphal rail line which is expected to be completed by 2019.

The cabinet meeting chaired by the Chief Minister was convened at 4:30 pm inside the CM’s Secretariat. Government spokesperson and Rural Development and Panchayati Raj minister Moirangthem Okendro said for the protection of the Jiribam Imphal rail line Government Railway Police Stations will be set up at Jiribam, Thingou, Noney and Imphal and the six out-posts will be opened at Dholaikhal, Kaimai Road, Kambiron, Khongsang, Tupul and Hao Chong.

The cabinet, he said, has okayed creation of the required 580 posts to man the stations and outposts, and recruitment process for the said posts. The minister said, the cabinet has also approved creation and recruitment of one office assistant each in the government high schools and higher secondary schools which have no LDC/ office assistant sanctioned posts. There are 211 government high schools and higher secondary schools.

At the same time, the post vacancy of office assistant for which recruitment process is underway has been increased from 178 to 272, he said adding that it was also approved to recruit advocates to the posts of six OSD/ Legal on contract basis. He said the government has also approved upgrading Sangaiyumpham High School and Bengoon High School by creating the required posts in the two schools.

The minister continued that the cabinet has also decided to cancel the provision of qualification scale to altogether 1786 under-matric, matriculate, undergraduate/ Primary teachers.

Meanwhile, the minister also said that on a special consideration the cabinet has also approved to promote SI Monika Devi to Inspector rank and under the instruction of the high court, the cabinet has also decided to give government jobs to 18 surrendered cadres of different UG groups.


State BJP team leaves for core committee meet

IMPHAL, August 22: Core committee members of Bharatiya Janata Party, Manipur Pradesh led by its president K Bhabananda has left for New Delhi to attend a core committee meeting of all state units of BJP which is scheduled to be held on August 23 in New Delhi.

According to sources, Convener of State Election Management Committee BJP Th Chaoba; MLAs Kh Joykisan and Th Biswajit;  former presidents of BJP Manipur Pradesh H Borbabu, Sh Santikumar and M Bhorot are part of the core committee members besides S Premananda Sharma who will be taking part in the meeting as special invitee. The source informed that the core committee meeting to be held at Vigyan Bhawan will be chaired by national president of BJP Amit Shah.

It is also learnt that during the meeting the state BJP team will raise the upcoming 11th State Legislative Assembly Election and other issues confronting the state. The meeting will also discuss on BJP s’ chief ministerial candidate as the party is confident of winning the election in the state.


Tera Urak villagers resolve to boycott Sekmai MLA

IMPHAL | August 22: A group of villagers of Tera Urak have decided to boycott Sekmai MLA Kh Deven, if the MLA fails to properly implement the PMGSY works according to the official release. In this connection, more than 100 villagers including women staged a sit-in-protest today, protesting the bypassing of Tera Urak Village by 1 km distance in the PMGSY road programme. The sit-in-protest was jointly organized by local youth club Pioneer Club Tera Urak, local meira paibis and village committee along with social worker from Sekmai Ayangbam Oken.


Election committee formed in Kumbi

BISHNUPUR | August 22: The Indian National Congress formed its election committee for 29/ 13 (c) of Kumbi Kendra during a formal function at Kumbi Bazar Mandop today. The function was organized under the leadership of S Bira Singh, MLA of 29 Kumbi by the Kumbi Block Congress Committee.

MLA Bira, local educationist Dr S Ibohal Singh, special contractor S Premchand Singh, Kumbi Block Congress Committee chairman L Shekhor Singh attended as presidium members. Addressing the gathering, Dr Ibohal said BJP aspiring candidate for the upcoming state assembly election for Kumbi constituency, Mangi had never done much when he was a state minister or when he was the MLA for more than 20 years.

During Mangi’s time as the local representative, it was hard to find a gazette officer who could attest certificates, he said adding that during his period Mangi had never acted to develop human resource in the constituency. However, an aspiring candidate should not just resort to criticizing others, instead should discuss ways with others to improve the constituency, he said observing that the present MLA has never ever criticized others.

He added even if the BJP has come to power in the centre, there is no wrong in the Congress remaining in power in Manipur, because we are living in a democracy. He continued if the demand for inclusion of people of Kumbi under Lois category had been made earlier, the constituency could have produced atleast a few high ranking officers who would participate in the administration of the state. He continued, today with due efforts of the local MLA, the demand for Lois status is near.

Bira said since he joined politics this is the first time the people get to see preparatory meetings before the election. He said he is hopeful of winning again. The MLA said the Chief Minister has sanctioned Rs 2 crore for the construction of the Moirang Lamkhai to Kumbi Thongjao road. Not only this, but there are funds for construction and repairing of several roads of the constituency, he added. In the field of education 10 SSA schools have been inaugurated in the constituency, while the Kumbi College which had no students and teachers have been repaired and developed. Now there are more than 400 students in the college, he observed.

Congress government played dictatorship has more cleared: Kh Joykisan

Imphal, August 23: The high court verdict in the Khomdram Ratan case has clearly shown that all these years the Okram Ibobi Government has been functioning like a dictatorship, said Kh Joykisan MLA Thangmeiband.

MLA Joykisan who is presently staying at New Delhi lauded today’s judgment. He said, now it has become clearer that the state congress government has been violating the Indian constitution. On the recruitment controversy he said, the state government must revoke the decision of recruitment process quash for those constable who already faced DPC in 2013 batch.

Further MLA Kh Joykisan said that the core committee meeting would be held tonight with BJP National President in the chair.


BJP demands Gaikhangam’s resignation

IMPHAL | Aug 23: Deputy Chief Minister Gaikhangam who is in charge of Home must resign on moral grounds for spoiling the career of 10,000 Manipur youths by cancelling the DPC of 2013 constable recruitment, said Adim Pamei Vice-President of state BJP.

Adim Pamei who was present in the meeting and rally of the All Manipur DPC Completed Candidates of Police Constable (male) 2013 at Singjamei lambasted the police arrogance and action toward protesters to disperse the agitation at Singjamei Supermarket area. Saying that Gaikhangam is not fit to be a Home Minister Adim Pamei said, many parents have sold their properties for greasing the palms of the high and mighty for their sons. The people must rise in unison against the government with an ultimatum for revocation of the order of cancellation within 5 days from today, he said.


15 years rule testimonial of people’s faith in party: TN Haokip

IMPHAL, August 24: Indian National Congress as a responsible political party will focus on immediate remedial measures, if the rumour of congress MLAs deserting the party for the BJP becomes reality. There will be fitting reaction to action.

This was stated by MPCC President TN Haokip, while replying to query on the party’s reaction to the rumour about congress MLAs departing the party in favour of BJP. In an exclusive talk with IFP, Haokip said that the last 15 years rule has testified faith of the people on the congress. ‘We have gifted two seats of Manipur Legislative Assembly to the BJP in the recent by-elections and further want of MLAs from the congress is against the BJP ideology.’ It has proved that the BJP is not suited to Manipur soil and climate, the state Congress chief said.

Such rumour will not come to a reality, as the congress party does not believe in the matter, asserted TN Haokip. He further said that ‘till today none of the senior and junior MLAs of congress party has the desire for joining BJP’. Instead, the MLAs have suggested for kicking off political conferences of the party for the upcoming general election in a short period, he added.

So, the MPCC has scheduled a series of political conferences during mid-September for the upcoming Manipur Legislative Assembly Election being held just after the rainy season. In this regard, the MPCC has chalked out the schedule for both the Hills and the Valley constituencies.

Imphal, August 24 2016: The State is striving to make its mark by becoming the Information Technology hub in the North Eastern States and bring back the human resources (resourceful Manipuri people) scattered in different parts of the globe, stated Chief Minister Okram Ibobi at the inaugural function of the Manipur e-District Project today at the Sangai Hall of Hotel Imphal.

The Manipur e-District Project was launched under the aegis of the Department of Information Technology, Government of Manipur. Chief Minister O Ibobi graced the inaugural function as the chief guest while Deputy Chief Minister Gaikhangam was the functional president. Parliamentary Secretary (IT) Victor Keishing, Chief Secretary O Nabakishore and Commissioner IT PK Singh were also present as the guests of honour.

Special Secretary IT N Ashok Kumar and other high ranking officials of the Department of Information Technology too attended the function.


Now, NPF too opposes Draft Bill Says it will hurt hill and valley people

Imphal, August 24 2016: Iterating its stand against the Draft Bill, christened the Manipur Regulation of Non-Local People Act, 2016, the Naga People's Front, Manipur State Unit has today asserted that if the Bill is passed in the Legislative Assembly of Manipur, it will go against the interest of the Hill people and equally harm the people in the Valley.

In a statement, L Dikho, Samuel Risom, ST Victor Nughlung and V Alexander Pao, who appended their signatures as 'resigned MLA' said that if the Government insist on introducing the same and passing it, then it should be done so only for the valley areas and not the hill areas of Manipur. Outlining the reasons for their opposition to the Draft Bill the four said that the 'State Assembly is not competent to legislate on the subject matter of 'Peace' which falls under the Union List and enact a law to violate Constitutional provisions like Article 14, 19 and 21 read with Article 371 C .

If passed many sections and clauses will be nullified and rendered redundant, said the NPF and detailed them as Assam Land and Revenue Regulation 1886 (Regulation I of 1886) which protects the rights and interests of the tribals of Manipur over land and resources; Manipur State Hill People (Administration) Regulation Act, 1947 which protects the rights, culture, customs, land and business of the hill villagers. The other sections and clauses which will be nullified and rendered redundant include Manipur (Village Authority in hill areas) Act, 1956 which empower the village authorities in judiciary, policing, administration within the village jurisdiction,; the Manipur Land Revenue and Land Reform Act, 1960, which is not extended to the Hills of Manipur and prohibits the sale and purchase of tribal land to non-tribals and the Manipur (Hill Areas) district council Act, 1971 which empowers the ADC members on land and resources and Manipur Hills Areas (House Tax) Act, 1966 etc.


MLA accused of swindling fund

Imphal, August 24 2016: Lamsang AC MLA K Brajabidhu has been accused of swindling Rs four lakh in the name of construction of a Meira Paibi shed at Luker Mayai Leikai out of the MLA Local Area Development Fund.

Luker Mayai Leikai Meira Paibi joint secretary M Ibecha said that a waiting shed was constructed at Luker Mayai Leikai at the initiative of Maklang Gram Panchayat Pradhan Oinam Tondon.

A waiting shed cum Meira Paibi shed was also constructed after the Meira Paibis contributed Rs 20,000 and Ward Member N Momota contributed Rs 40,000. However, local MLA W Brajabidhu took Rs four lakh from the MLA Local Area Development Fund in the name of constructing the waiting shed cum Meira Paibi shed, Ibecha said. Meanwhile, former Minister S Rajen said that information sought through RTI Act revealed withdrawal of huge amounts in the name of different works while no work was executed on ground.

Just like at Luker Mayai Leikai, Rs two lakh was withdrawn in the name of construction of the office building of Awang Khunou Youth Club. Another Rs 2.5 lakh was also withdrawn in the name of construction of Luker Leitong Meira Paibi shed, S Rajen said.


BJP Kisan Morcha distributes

Imphal, August 24 2016: BJP Manipur Pradesh Kisan Morcha vice president Ningthoujam Itomba Meetei distributed paddy saplings today to the farmers of Keirao Bitra, whose paddy crops were damaged by the recent flood, said a statement of the Morcha. Around 2000 paddy saplings were distributed to 30 farmers of the village where paddy crops planted in about 20 hectares of land were damaged in the recent flood and breaching of Thongrangbi canal.

Youth Development Cen- tre Club, Keirao Bitra secretary Heikham Jadumani said that despite the local people facing shortage of paddy saplings and fertiliz- ers, no Government authority including the incumbent lo- cal MLA turned up to rescue the flood affected farmers and lauded the initiative of the Morcha vice president who also has distributed 500 urea bags to the farmers.


MLA W Brajabidhu seeks clarification

Imphal, August 25 2016: Lamsang AC MLA W Brajabidhu has rubbished the accusations charged against him by former MLA S Rajen. MLA W Brajabidhu in a press meet held at his MLA quarters at Babupara today said the Luker Mayai Leikai Meira shed was not built with the MLA Local Area Development Fund.

The entire cost of construction was borne by the Meira Paibis. As such, the allegation that Rs 4 lakh have been withdrawn from the MLA Local Area Development Fund comes as a surprise, he stated. He has demanded former Minister S Rajen to produce related documents to support his claim within seven days while warning to pursue a legal suit against the former Minister.

Questioning the motive behind the accusation the MLA said a proposal was indeed made to construct Luker Mayai Leikai Meira shed with the MLA Local Area Development Fund but, the plan was dropped and a corrigendum on the matter was also issued. "How can he charge those allegations against me without knowing the facts", the MLA said.

He claims that he has put in all the MLA Local Area Development Fund for the development of the AC. "People have re-elected me as their MLA because i have been using the MLA Local Area Development Fund for the right purpose. I have also produced a white paper on all the developmental works that i have taken up in my 15 years as an MLA. Details of the new works taken up in AC will also be made public soon", he added.

Luker Mayai Leikai Meira Paibi secretary Khoisnam Khambi also rubbished the allegations made by the former Minister. She said the shed in question was constructed entirely by the Meira Paibis with the support of the local Pradhan. She has further urged the former Minister not to spread false information regarding the construction of the Meira Paibi shed among the people. The press meet was also attended by local club members, meira paibis and others.


Heirangoithong locals decry MLA

IMPHAL, August 25: A group of Heirangoitong Maibam Leikai residents staged sit-in at the local community hall today to protest against alleged politicising distribution of food grains under National Food Security Act (NFSA) by the local MLA. According to Langthabal Zilla Parishad member Sagolsem Ronel who participated in the protest, the Langthabal MLA, Karam Shyam had collected NFSA beneficiary cards from the concerned Sub-Divisional Officer, but failed to distribute the cards to beneficiaries of the locality.

Further in his claim, Ronel said he had already inquired on the issue with the concerned Deputy Commissioner’s office and he was informed that some supporters of the MLA had come and collected the beneficiary cards. It is also found that the cards have been distributed to only the MLA’s supporters and their families. Stating that due to such inconsiderate act of the local MLA, the others continue to suffer immense hardship, Ronel said adding considering this, he with the consent of the concerned district supply officer has arranged around 400 duplicate cards for the beneficiaries.

However, it is very unfortunate that the concerned fair price shop agents have refused to provide the rice quota to the duplicate card holders, he claimed. Ronel said he has taken the entire responsibility to bring justice to the public and for which he will have to knock on the doors of the court.
